On October 1, 2012, the California Student Aid Commission certified the U.S. Department of Education's 2009 3-year cohort default rates and 2010 graduation rates applicable to Cal Grant participating schools for the 2013-14 academic year.

The recently enacted
2012 Budget Act
now restricts Cal Grant payments at schools that have high student loan default rates and/or low graduation rates.

Students who receive a Cal Grant A award, and choose to attend a California Community College or change school to a California Community College, will have their awards reserved [R] for up to three years. Cal Grant A payment is made only after they transfer to a four year tuition/fee charging college.
